import Instruments don't save in linux

imported effects are in ~/.blue/effectsLibrary.xml imported instruments are in ~/.blue/userInstrumentLibrary.xml

i still have the same problem this time in windows 7 all the effects are there but the next time i open blue but the all the instruments i have downloaded are gone? i have found the folder where the xml instruments but still it dose not load?
Can i package all the instruments and effects individual? |
